Jaipur (Rajasthan), September 17: Major penalties have been recommended against the DSP and the woman constable by Rajasthan Police department. Both were suspended after video clips emerged where they are seen engaging in sexual activities in presence of her minor son, later both were arrested.

Subject to anonymity, a senior home department official has confirmed that the police department has submitted its recommendation on Wednesday in the case. He says, "Police department has recommended major penalty against the two police personnel. After approval from the CM office, the recommendation has been forwarded to the department of personnel for further action."

Citing Rajasthan Civil Service rules 16/18, the police department has recommended imposing major penalties – meaning the duo can be terminated, demoted or all benefits can be stopped.

Both were suspended on September 8 after the video went viral. Rajasthan Police’s Special Operations Group (SOG) was handed the inquiry which arrested DSP Heera Lal Saini on September 9 and then the woman constable on September 12.

According to police, the videos clips which created a furore in the state were shot on the mobile phone of the woman constable in a resort in Pushkar town of Ajmer district on July 10. Then the RPS officer Saini was the Circle Officer of Beawar in Ajmer, while the constable was posted in Jaipur Police Commissionerate. The video clip captures Saini in a compromising position with the constable in a swimming pool along with the policewoman's six-year-old son who was also in the pool with them.

Police had taken a suo moto cognizance of the video after it started going viral on social media and a case was registered at the cybercrime station of SOG. The case is now filed under the Protection of Children from Sexual Offences (POCSO) Act.

DSP Saini has reportedly claimed that the video is doctored.

Apart from Saini and the woman constable, who were suspended on moral misconduct, two other RPS officers and SHOs of two police stations of Jaipur and Nagaur were also suspended for dereliction of duty.

Husband of the woman constable had forwarded a complaint to SP office Nagaur seeking filed of complaint against the two under the POCSO Act which was forwarded to SHO Chitawa police station on August 10 who dithered on lodging the case.

These officers were found guilty of negotiating a settlement between the two parties, so that the guilty could be shielded. DGP ML Lather issued an order and suspended Jhotwara ACP Harishankar Sharma, Kuchaman City DSP Motaram Beniwal. On the other hand, Jaipur Commissioner has suspended Kalwar SHO Gurudutt Saini and Ajmer IG Chitawa SHO Prakashchand Meena.

The woman constable had around 50 more obscene videos saved on her phone where the DSP Saini and she can be seen. It seems the strategy of the policewoman was to blackmail the DSP at a later period and extort money from him.

The first video which went viral was shot at a luxury resort in Pushkar town where the duo had gone to celebrate the woman constable's son’s birthday. Some reports suggest that the two have been in a relationship for nearly five years.

A police official on condition of anonymity said that it was not a deliberate act on the part of the woman constable that the videos went online. She had saved the video clip in a separate folder alongwith the other around 50 videos, and inadvertently posted it on her WhatsApp status, which was seen by her husband and other family members.

Two videos of Beawar's DSP Hiralal Saini and the woman constable had come to the fore, where the woman’s 6-year-old child was also present, doing obscene acts in the pool. Both these videos are less than 3 mins of duration and were about one and a half months old, when inadvertently shared.
